If I understand correctly, your character does not begin at “Level 1.” They begin at “0 Advances.” The number of advances correlates with a Rank, which unlocks power-scaling features when reached.
In general, we will advance your characters after completing a mission or narrative plot point - feel free to ask me if you’ve advanced, if I forget to announce it!
